Arpy City is a city that transcends reality. It is everywhere and nowhere.
From any place in the world, to get to or from Arpy City you simply must draw a circle with your hand and walk through it, while saying "There's no place like home" three times.
Arpy City is like a parallel plain. Every point in the world has an equivelent point in Arpy City. Arpy City was claimed long ago by a bunch of Peaceniks, and is thus neutral territory, the property of no country. Arpy city is the size of a planet, but it is one enormous city, full of beings of all species. Some beings are native to Arpy City, but most there at any one time are just visitors.
Despite having enormous skyskrapers, Arpy City is still at a medieval tech level. Thus, though they are skyscrapers, they're made of straw like all the buildings. Most "tech"-style functions are run by magic.
